[Seminar] Who Is the Owner-Occupancy Requirement For?

The Center for Free Enterprise (CFE), together with member of the National Assembly Sangbeom Yoo, held the policy seminar “Who Is the Mandatory Owner-Occupancy Requirement For?” at 2:00 p.m. on Monday, October 26, 2026, in Conference Room 1 of the Members’ Office Building of the National Assembly.

This seminar examined the impact of the mandatory owner-occupancy regulation, introduced to curb speculation and protect end-users, on housing transactions and rentals, as well as on the public’s housing choices and exercise of property rights. It also reviewed the original intent behind the regulation and its actual effects, and discussed directions for institutional improvement that would take into account both the policy goal of housing stability and the autonomy of the market and the public’s freedom of choice.
