This seminar, held under the theme of the conditions for sustainable growth of the Korean economy, examined the limits of the manufacturing-centered growth model and discussed ways to improve service-sector productivity and create quality jobs. It emphasized that, as manufacturing’s job-creation capacity has weakened, the service sector must become a new engine of growth, and that this will require bold regulatory reform, including in regulated industries such as finance, telecommunications, and transportation. It also served as an opportunity to share the view that productivity should be raised by supporting the use of digital technology and AI in small service businesses, that excessive penalties on large firms that hinder scaling and innovation in the service sector should be eased to encourage business growth, and that institutional and political leadership capable of coordinating competing interests is crucial in the process of such change.
