This seminar examined the expansion of employment for middle-aged and older workers and the creation of youth jobs not as a matter of “intergenerational competition,” but as a task of structural reform that enables both groups to thrive together, while exploring ways to make wage, employment, and education systems more flexible. In conclusion, it suggested that the policy direction should be to ease the rigid wage system and labor disparities in the AI era, while strengthening both labor market flexibility and the social safety net, thereby creating a virtuous cycle in which middle-aged and older workers can move into stable, high-value-added jobs that make use of their skills, and young people can enter quality jobs in emerging industries.
