[Seminar] Industrial Safety Regulation Requires a Major Paradigm Shift

At this seminar, discussions focused on reviewing the current state of industrial accidents and the limitations of the existing industrial safety regulatory framework, while exploring directions for reform to shift beyond a punishment- and order-centered regulatory paradigm toward a site-centered preventive system. The participants diagnosed the structural problem whereby a quantitative expansion of regulations does not lead to a meaningful reduction in accidents, and examined ways to establish an effective safety regulatory system suited to Korea’s industrial worksites by referring to cases such as the self-regulatory and risk assessment systems in advanced countries including the United Kingdom. The seminar concluded successfully as a forum for sharing related issues and policy implications.
