- The Soviet Union had highly advanced technology in mechanical engineering, but not in the electronics industry.

- Because of the Cold War, connections with the United States became possible in the semiconductor industry, and from Asia’s perspective this naturally provided security guarantees for Asian countries and even created jobs, thereby serving as a bulwark against communism.

Vietnam as a colony

The meaning of the Cold War

- The issue is how one views the Cold War system.

- It can be seen as a confrontation between ideologies, divided around competing sets of beliefs; or, as is often interpreted today, the Cold War can be described simply as a contest among powerful countries in which each powerful country took care of the other countries aligned with it.

- Abandoning and dismantling the Bretton Woods system itself created major problems for free trade and caused various other issues.

- The Cold War has meaning when understood in terms of what it was as a system centered on ideology, but under a powerful country it was no more than a new form of imperialism.

- During the Cold War, Asian countries such as Korea and Japan are thought to have benefited greatly from U.S. assistance.

The growth of Taiwan’s semiconductor industry

- When the United States withdrew from Vietnam in 1985, it came as a shock in Asia, and Taiwan then moved actively to tie itself more closely to the United States, especially through semiconductors.

- In 1985, no one knew that today’s TSMC would become what it is now, but as things turned out, the existence of TSMC provides Taiwan with a security effect that has become indispensable to the U.S. IT industry.

- At the time, in 1985, the United States had companies such as Intel—then the leading semiconductor company—and AMD was also a major company at the time.

- The United States also produced a great deal of semiconductors back then.
