[Seminar] Inflation Tax and Introducing an Inflation-Indexed Tax System

In recent years, prices have risen rapidly, but the taxable income brackets for income tax and inheritance and gift tax, as well as various deduction thresholds, have in effect remained unchanged. As a result, even if real income has not increased significantly, when nominal income rises by the amount of inflation, taxpayers may move into a higher tax bracket and face a higher tax rate, or see their tax base itself expand, leading to higher taxes. Although there has been no apparent increase in tax rates, this creates a structure in which the real tax burden accumulates over time, requiring review from the standpoint of the purpose of the principle of no taxation without law and the principle of tax justice.
Accordingly, this seminar will focus on ways to introduce an “inflation-indexing mechanism” into major taxation standards, including income tax and inheritance and gift tax. By regularly adjusting tax brackets and thresholds in line with the rate of inflation, we seek to explore a framework for designing the system so that the same real income is subject to the same level of tax burden.
