Announcement: 65th Liberalism Monthly Forum by the Korean Liberalism Association

At this 65th Liberalism Academic Society Monthly Forum, Professor Sangchul Kim of Hansei University (former CEO of the Seoul Welfare Foundation) will give a presentation on the topic, “Strengthening the National Pension Stewardship Code: The Road to Pension Socialism.”

Unlike in the United Kingdom and Japan, where stewardship has taken root, the debate over pension socialism has emerged only in Korea. The structural limitation is inherent: the Minister of Health and Welfare concurrently serves as chair, and there is an excessive number of government-appointed members centered on non-experts—an arrangement virtually unprecedented in advanced countries and one that makes direct government influence inevitably easy to exercise. In addition, the Fiduciary Responsibility Committee under the National Pension Fund Management Committee, which oversees major matters such as the exercise of voting rights for listed stocks and responsible investment, has been critically assessed as the vanguard of pension socialism. Accordingly, this forum will discuss governance reform measures to put an end to the controversy over pension socialism and to resolve the recurring problems of expertise and neutrality in the Fiduciary Responsibility Committee and the Fund Management Committee that arise whenever there is a change in administration.
