Book Concert Celebrating the Publication of “How Should Labor Unions and Collective Bargaining Respond in the Era of the Yellow

The book concert for “How Should Labor Unions and Collective Bargaining Respond in the Era of the Yellow Envelope Act (Revised Labor Commission Act)?” was held at 10:00 a.m. on Friday, July 31, 2026, at Pureun Hall.

This event was organized to examine labor-management issues arising in industrial workplaces following the implementation of the revised Yellow Envelope Act (Revised Labor Commission Act), as well as practical response strategies.

The discussion focused on the expanded concept of the employer, the broader scope of labor disputes, and limitations on liability for damages arising from illegal strike actions, while also addressing concerns over uncertainty in standards for judgment, the expansion of the scope of bargaining, and the judicialization of labor-management relations.

In Part 1, Seunggil Lee, Chairman of the Korea ILO Association and one of the book’s authors, introduced the main contents and legal issues of the revised law, changes in labor unions’ organizational strategies and companies’ bargaining strategies, and practical response measures in the collective bargaining process.

In the following Part 2 discussion session, Hyunho Cho, Co-Representative of Youth Action for Labor Reform, participated as a panelist. Along with Seunggil Lee, Chairman of the Korea ILO Association, Wonyong Park, former Vice President of Korea 3M, and Sungki Cho, Senior Certified Public Labor Attorney at Seung Labor Law Firm, Hyunho Cho examined the changes expected in industrial workplaces following the implementation of the revised law. They also discussed how to ensure predictability in labor-management relations, response strategies for companies and labor unions, and the future direction of institutional implementation.
