This seminar examined the youth employment issue not simply as a matter of unemployment, but as a structural problem in which young people are unable to enter society. Among young people, various forms of detachment from the labor market are emerging, including delayed employment, giving up on job searches, youth who are “resting,” NEETs, and social isolation and reclusion. This can be seen as the result of both economic factors, such as low growth, the dual structure of the labor market, and the spread of AI, and socio-psychological factors, such as repeated failure, anxiety about the future, and job disparities. Accordingly, youth policy must go beyond simply encouraging employment and move toward restoring pathways through which young people can work again and grow.
