This seminar focused on examining the process through which Korea achieved food self-sufficiency, centering on its experience with the Green Revolution, and discussing how that experience can be applied to agricultural development in developing countries such as those in Africa. The presentation emphasized that the development of Tongil rice, the establishment of a research and extension system, leadership, and a scientific approach were key factors in achieving food self-sufficiency. The discussion that followed reviewed both the achievements and limitations of the Green Revolution, raising the view that what is needed is not simply technology transfer, but a comprehensive approach that combines markets, institutions, and national strategy. It also addressed the important task of how to reinterpret the experience of the past Green Revolution as a new industrial and technological strategy amid the structural changes Korea faces today.
